Aerobic exercise is very important for all dogs, and especially ones which have osteoarthritis like hip dysplasia. Keeping your dog lean and strong is of upmost importance. Walking and swimming are best for arthritic dogs.
What you need to limit is the interval, in arthritic dogs after 15 minutes of exercise (walk/swim) joints heat up to 75°c and that's when they start getting damaged. This when your dog needs a break, so walk for 15 minutes, take a break for 5 for the joints to cool down and then continue the walk. This is the best way to keep your dog fit and not damage the joints further in the process.

Restrict exercise helps improve the conditions
After joint luxation, broken bones or flare up of joint inflammation sign, exercise should be restricted. The more they move, the more in hurts. Moreover in case of broken bones, the cut edges may harm surrounding muscle and make the condition worse. Restrict exercise should keep on going until the problem is solved or the inflammation is improved.
